c. levees
Explanation:
A levee is an embankment that is built around a river to prevent its overflow. It was the breakage of over 50 levees in New Orleans in the year 2005 that led to the passage of hurricane Katrina in the city which caused flooding. After the failure of the levees, the study and survey conducted led to a conclusion that a major reason for this failure was the faulty design of the levee and the inadequate construction of the corps of engineers.
