Languages with a declining number of speakers should not be left out, considering people come from neighboring countries and cannot afford to live anywhere but the United States, per se. Unless the generation that speaks it, of course, are old. Then this will be okay to some extent because no younger generation will learn it. If it were to be a language of importance, like the Egyptian hieroglyphics or Native American petroglyphs; it is important to continue teaching the language for more discoveries.
