Personification happens when an inanimate object is granted with human-like features (example: The happy wavelets lash the shore...). Mood is the overall feeling present in a text, usually explained with one or two adjectives. Finally, tone is how the author seems to feel about the topic, which is expressed by their word choice in the poem.
Because it is a poem, many different interpretations can be drawn. But, in general, this poem sounds as if the author is admiring (tone) the night and everything that makes it beautiful. We can conclude that he sounds happy to be in such a peaceful (mood) setting. The personification used in the different elements of the night may communicate a sense of unity among them, as everything has a part to play in the creation of the setting.
