This poem is a romanticized description of the night.

The moon begins her stately ride
Across the summer sky;

The moon is going to start traveling across the summer sky

The happy wavelets lash the shore,--
The tide is rising high.

The waves crash against the shore as the tide rises

Beneath some friendly blade of grass
The lazy beetle cowers;

Here on the grass, the beetle looks for shelter

The coffers of the air are filled
With offerings from the flowers.

The smell of flowers fills the air

And slowly buzzing o'er my head
A swallow wings her flight;

A swallow (bird) is singing and flying over my head.

I hear the weary plowman sing
As falls the restful night. 

I can hear the plowman tired singing as the night comes.

Because it is a poem, many different interpretations can be drawn. But, in general, this poem sounds as if the author is admiring (tone) the night and everything that makes it beautiful. We can conclude that he sounds happy to be in such a peaceful (mood) setting. The personification used in the different elements of the night may communicate a sense of unity among them, as everything has a part to play in the creation of the setting.
