They lived under horrible conditions, as said in the poem, and the narrator is claiming for Nature (it could be argued that he/she is talking or praying to God) because how they live isn't natural (isn't proper of people in a way that they shouldn't live like that).

the poet compares the two by describing the autumn wind as calm, gentle, and just a nice breeze during the day. In the night however, the wind is not so gentle and is very agressive and strong to the point where he believed it could blow a chimney down. In other words, the wind during the day is calm and the wind during the night is agressive.
