allusion. This is the correct option. Robert Frost does not see the point of having a wall and he would like his neighbour to share his  views. Then, he refers to the "Elves", who were beautiful female creatures living among stones, to justify his claim. While the speaker is thinking about the uselessness of the wall, the neighbour comes with a stone to repair it.

These options are not right:
