When the burglars wiretapped information from the Democratic National Committee President Nixon was not supposed to cover up for their crime rather he was supposed to allow justice to run its course. He and his committee members kept on planning ways to keep paying the burglars and stop the investigation by the FBI. All of these made him more culpable.
