Explanation:
The Virginia plan proposed to create a bicameral legislature, James Madison drafted it in 1787. It recommended the representation of the states based on their population and supported three branches of the government. George Washington, James Madison and Edmund Randolph and the states of Pennsylvania, Massachusetts, Virginia , Georgia and the states of South and North Carolina supported this plan.
The New Jersey plan was created in response to the Virginia Plan. It was proposed by William Paterson on June 15,1787. It proposed that each state should have one vote in the congress irrespective of their population. This plan was supported by the states of Connecticut, New Jersey , Delaware and New York.
All the small states supported the New Jersey plan because it gave them equal representation in the government irrespective of their population.
