Many politicians and leaders turned to propaganda to try to win support for any revolutions. To be more specific, take Nazi Germany as an example. Hitler's Nazi's had even a whole branch dedicated to the spreading of propaganda. It was called the Reich Ministry of Public Enlightenment and Propaganda (RMVP) and it was led by a man named Joseph Goebbels. Goebbels followed Hitler and tried to indoctrinate all the German peoples into accepting Nazi dogma especially that of anti-Semitic nature. Keep in mind that propaganda is usually very biased and false because of it's misleading nature. Another example is US in both World War I and World War II. In WWI, the US government, in order to get more young men to sign up, created a very popular icon in propaganda known as Uncle Sam. In World War II, another icon was created, but this time targeting women, and she was known as Rosy the Riveter and served as propaganda recognizing women who took on the roles of men who were in the war.
