The most efficient way to do the job is to divide labour.

Division of Labour emerged during the rise of Capitalism and Industrialization in the 19th century. Its basic principle is to separate the process of making something into diferent tasks, which will be handled by different workers or group of workers according to their skills and abilities. In the case of packing and delivering food, though a simple process, one person sholud be in charge of packing (the person who is the most skilled at this) and the other should deliver it. This way it would be more efficient and better organized. They could also swap tasks if both of them are skilled at both tasks.
