When you are recommending a change of policy, it is important to know how things stand first. Therefore, the first step would be to research the requirements for teen drivers in the country, and try to think of ways in which these laws could be improved.
I would design a policy that would allow teenagers to drive when they turn 18. I believe this is an age where people are mature enough to handle such a responsibility. Moreover, I believe that some of the restrictions they should have would be always having an adult in the car and not driving after dark.
