Lincoln suspended writs of habeas corpus. as a result,
a. any man could be drafted into the military.
b. draft dodgers could be tried for treason and executed.
c. citizens of southern states who were caught in the north could be treated as spies.
d. a person could be imprisoned indefinitely without trial.

As a result of Lincoln suspending writs of habeas corpus, "d. a person could be imprisoned indefinitely without trial" which was highly contested but Lincoln believed it was in his power. 

At the time mount Rushmore was sculpted, The presidents on it were on it becasue they had played the most important roles as presidents in their time in office. Other presidents did good things but the movements these presidents made aren't as known as the four presidents on the mount.
