A weak dollar makes it imports pricier, therefore it would be harder to afford them, therefore it is not the Japanese or the Brazilian company. As well, A Mexican resort would have a hard time because the exchange rate would go up, making it more expensive for Americans. That leaves the family in France and the American company.
