valid reasons war is when the other country could be a threat to you or allies ,   gain more power in regions , or to gain resources. 
other reasons, certain sanctions or debates would be sufficient as it is a matter more of opinion than survival/power. 
country willing to fight - to protect people/to survive, ideas-wise, only if the method of ruling of the other country/certain rules  directly impacts his own country. 
resources to fight for - natural resources like water/minerals/coal/oil or resources that are worth a lot of money like diamond/gold
