Even though the subject matter is serious, the poster has a comic feel to it. There were numerous stories about individuals spreading gossip and other information from loved ones overseas that were counterproductive to the war effort. Thus the phrase, loose talk can cost lives, although the original term was "loose lips sink ships." I think the fact the guy in the poster has on a derby hat which was used by Charlie Chaplin in the 1920's,  and Laurel and Hardy in the 1930's and 40's was used to draw attention to this poster with the message=don't spread rumors, don't spread gossip.
