Stefano Bertolini lo define como un grupo de individuos que participan en elecciones competitivas con el fin de hacer acceder a sus candidatos a los cargos públicos representativos, y por su parte Ramón Cotarelo lo define como toda asociación voluntaria perdurable en el tiempo dotada de un programa de gobierno de la sociedad en su conjunto, que canaliza determinados intereses, y que aspira a ejercer el poder político o a participar en él mediante su presentación reiterada en los procesos electorales.

Many provisions of the Treaty of Versailles were too harsh and amounted to a huge humilliation of Germany. In the first place, it imposed severe limitations on the size of the German army, on its types and system of weapons and established a demilitarized zone along the Franco-German border in the Rhineland. Secondly, it included a so-called "guilty clause" that blamed Germany for starting WWI; this was particularly outrageous and unfair in the eyes of the German people, causing much resentment. Thirdly, the gigantic war reparations demanded by the Allies also became a motive of deep dissatisfaction; due to huge economic troubles in the 1920s, the German postwar governments stop paying them. So, all of these factors and unfortunate demands sowed the seeds of a new conflict.
