Scientific racism developed when Social Scientists, who studied human behaviour in different social contexts, believed that the same system used by Natural Scientists to classify animals and plants according particular characteristics could be used to classify and categorise human beings as well.

World War I caused millions of dollars in damage to France. Due to this damage, France wanted someone to pay for it. The scapegoat (or country to blame in this situation) was Germany. Since the Treaty of Versailles agreed that Germany should take full responsibility for the start of the war, France wanted to make sure that they also payed them back for all the damage caused in their country.
The only country that really wanted to be lenient at the treaty was the US, due to their lack of damage.
