Any demonstration of Congress required the votes of nine of the thirteen states to pass. Congress asserted the accompanying forces: to make war and harmony; direct international concerns; demand men and cash from the states; coin and obtain cash; control Indian issues; and settle questions among the states.  

After two days, the Continental Congress sent the Articles to the states, which endorsed the new government in March 1781. Made to bring together the 13 provinces, the Articles in any case set up a generally decentralized government that vested most force in the states and in the public lawmaking body.  

Congress had no influence to coin cash, along these lines each state built up its own currency.Congress couldn't direct interstate and unfamiliar business; a few states would not pay for products they bought from abroad. It was only a "firm association of fellowship."  

The Articles of Confederation was our first constitution. ... Because of the Articles of Confederation, states had considerably more force than Congress and the public government. For the Articles to produce results, all states needed to confirm (acknowledge) it.
