The Era of Reconstruction saw a significant change in the legal structure of the United States. The 13th amendment of the US Constitution outlawed slavery completely. Even though this freed African-Americans in the South, it did not make whites and blacks more integrated. This shows why letter A is wrong.
Before the Civil War, pretty much all the Northern states got rid of the institution of slavery in the early to mid 1800's. This meant blacks were free, however they did not often associate with white citizens.
