Who has the power to make treaties who has the power to nominate judges to the supreme court?

The President, Article 2 Section 2 has the power to nominate judges to the supreme court

The Constitution provides that the president "shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two-thirds of the Senators present concur"

Peter the Great was Tsar of Russia from 1682 until his death in 1725.  He was the first Russian tsar to travel beyond the borders of his empire.
