Sam houston order the Texans to retreat in March 1836 because he wanted more time to train his army.

Sam Houston upon hearing that the Mexican General Santa Anna had defeated a small groups of Texans in Alamao devised the plan of a month-long retreat. The purpose of the retreat was to regroup and replenish the Texas army.
The general wanted the army to be trained well enough to face anf fight the enemy. The retreat plan worked and Houston's army was able to defeat Mexican forces at San Jacinto. This also bought independence to Texas.
