Why was it necessary to pass both the Civil Rights Act of 1866 AND the 14th Amendment, even though they did the same thing? One group did not know what the other was doing.
The Democrats passed one and the Republicans passed the other.
An amendment is an addition to the Constitution and cannot easily be ignored.
The 15th Amendment would take care of other issues.
