The territories of the West had shown a propensity to facilitate the female vote. In 1854, the legislature of the Territory of Washington unsuccessfully tried to approve it, as it also happened in Nebraska in 1856 and in Dakota in early 1869. In the federal Congress, a senator presented after the war a proposal that would have given the vote to all women of the territories, although it was not approved. Nor did a proposed amendment to the Constitution that would have given the vote to all women in the states and territories in 1868. After Wyoming, the Utah Territory adopted women's suffrage in February 1870.
