has changed significantly. Suppose they offer admission to 210 students and 156 accept. Is this evidence of a change from
the status quo?

There are 52/4=13 cards of each suit, so the theoretical probability of selecting a particular suit is 1/4 because there are four suits, each with same sized set of cards. the probability is also 13/52=1/4 if we consider the cards themselves. in the table the frequency of hearts is 15, which would give us an experimental probability of 15/52, higher than the theoretical probability of 13/52.
