If there is a lot of paperwork, then the people doing said paperwork are probably treating it as busy work, and are not putting much effort into detail, just completing their basic tasks. Then again, since it is paperwork and has to be done efficiently, a lot of employees were hired. If these employees' only job is to complete the paperwork, usually known as a boring task to most people, it can be predicted that although they are grateful for the fact that they have a job and are earning money, they are still bored with their job, and are not very excited or very absorbed in their work.
