well, the first step for finding the proportional relationship between the amount of wet dog food and dry dog food would be finding the unit rate. Unit rate is basically "per one".
An example would be: (I'm making up numbers)
If there are 10 dry food cups and 15 wet food cups, you would divide 10 by itself because you are trying to find unit rate (whenever trying to find unit rate, always divide the number by itself to find one) . 'Unit' means one, but since you divided by 10 on that side, you have to do the same to the other side (in a table) so you divide 15 by 10 and get your answer. that's how you would find unit rate.
[1 (dry food) and 1.5 or 1 1/2 (wet food) would be your unit rate]
In your situation, you have different numbers. For the second row, you would divide six by itself, then do the same thing you did on other side (divide by six) I recomend using a calculator because its going to be in decimals, and might be small. That would be your unit rate. You use unit rate when you try to find out (like your problem) if its proportional, multiple choice question, see if its true or false, ect. When finding out unit rate, doesn't matter what row it is because you are trying to find out if its proportional or not. (I chose second row because its easier to do than first row. Third row also works too.)

To find out if its proportional, its a bit tricky to explain. Lets use the example we used earlier, and make it onto sentence form.
'For every 1 cup of dry dog food, there is 1.5 (or 1 1/2) cups of wet dog food'
Now try to make your unit rate that you got into sentence form. (It should be the same, only the numbers change) Now that we have it in sentence form, it should be easier to understand. If you raise the pieces of dry dog food (by multiplying any number you need to) the same applies to the wet dog food. If you had to find out how many cups of wet dog food are in 9 cups of dry dog food, you would multiply your unit rate by 9 (You always multiply the side that is 'one' or 'for every' by the number that you need, or it changes your answer.) Now try to make sense of it.
"For every 6 dry dog food cups, there are 2 wet dog food cups"
Is your math the same or different? Now try to sentence out the answer you got and see if they are different or same. If your answer and the row are matching, then that means they ARE proportional. If they are not matching, that means they are NOT proportional.
