Solution:

As we given that 1 inch=2.54 cm

then using this conversion factor we can write 28.4 inch=28.4* (1 inch)

and further it can be written as

28.4* (1 inch)*(2.54 cm/1 inch)=28.4*2.54 cm= 72.136 cm

Hence the required conversion factor is 2.54 cm/1 inch as we can see from the above calculation.
