In architecture. It is normal for architects to make a prototype of their design or building before it is been built. In order to make the building prototype, they can be able to dilate the scale and measurements.
In crime and and police investigation. Police and detectives dilate photos to see evidence which details are smaller.
In the doctor's office. The doctors use dilation for eye examination so that the eye doctor will be able to view the patient's eye better. After some time, it will gradually reduce in size and return back to normal.
In graphic design. I actually do some graphic design, and I use dilation a lot. It is common to dilate photos to fit the space that you want it to fit.
