The paint material contains some charges due to the chemical in it, so while in air the dust particles coming close to it also acquire opposite charges,and as electrostatic force decrease with increasing distance so attractive force is greater than repulsive force, hence there is a force that attracts the particles to the paint
So dust particles get attracted to the surface of newly painted cars because of this reason
