A tax is a contribution a person has to make to the Public Administration.
A payroll tax is a tax that an organization withholds from each one of the people that work at it and pays to the Public Administration on behalf of them. This payroll tax depends on the wage the employee earns.
The institutions responsible for collecting this money in most countries are the federal officials and some state governments. Specifically in the United States, Social Security, Medicare, and income taxes are the main line items subtracted from salaries.
