The answer is really complicated, and the answer can vary depending on the time and which foreign country we are talking about. There are some countries (countries that are profitable to US Interests & securities) in which the US (even currently!) moderates and keep track of closely. These can include most of our intimate allies (France, Britain, Israel, etc.) as well as some of our "enemies" (China, Russia, North Korea). As of these, if they are on both extremes (our most intimate allies or worse enemies), the US generally keeps an eye out and gets involved when needed. However, if it is insignificant, and is not brought up to the United Nations, the US generally would not get involved, unless it would create some kind of profit for the US.
