The first major shift in crime rates in the united states since the beginning of the collection of official crime statistics was probably due to the

large number of young men who were enlisted in the military for World War II. This made it so that the crime rate decreased, as there were less young capable men around in the United States. However, this was to change during the second shift as crime rates increased during this era.
