The poem states:

"The children were nestled all snug in their beds,

While visions of sugar-plums danced in their heads"

A sugar plum is a hard candy made of sugar in a round or oval shape. The word "plum" refers to its shape, not to its taste. Traditional sugar plums have no fruit, but sometimes contain a seed, nut or spice surrounded by sugar. Although the process of making them was extremely laborious in the past, by the 1860s they were available to the general population.

The banks don't like doing this because the interest rates are bad for them, but it helps them from becoming bankrupt and problematic for customers.

They are charged through interest rates because they have to give this money back to the central bank. They opt for this option even though it's more expensive because it's much simpler than making deals with other banks and it usually works well both for the country and the banks in the long run.
