In the period after the civil war up until about 1907 to 1908 when Black Americans were officially disenfranchised with a literacy test and the grandfather clause in Georgia again, there were black legislators who participated in the Georgia state legislature. Most of them had background in the church, where black women supported them enthusiastically although they were still disenfranchised. The three black state legislators for Georgia who came to most prominence were Henry McNeal Turner, Tunis Campbell, and Aaron A. Bradley. In September 1868 the state legislature expelled all the African American delegates but they lobbied the federal government for support and they were successfully re-seated. It was not without violence and conflict however that these men served the state. It is estimated that one-quarter of the black legislators from this period were killed, threatened, beaten, or jailed. The efforts to disenfranchise black and poor voters were ongoing like with the Georgia poll tax instituted in 1877.
