Along with the Health Care and Education Reconciliation Act, this act signified the most important governing overhaul and extension of coverage of the U.S. healthcare system. During the time this act was signed into law, the U.S. politicians, as well as the media,  opposed this law. Basically, they were using the peripheral route to influence people it was a defective idea.
