The United States of America operates a true Federalism. That is the sharing of power between the central government and the states governments. Both the central government which is also known as the federal government have exclusive and concurrent powers.
Over the years the central government/federal government wants have gained a lot of power that they wants to dominate the state government by giving them instructions.
The expanded power of the central government is good for policy making because we will have increasing cooperative federalism and also, it will increase the strength of the Constitution.
