What made Massachusetts Bay Colony a theocracy was the fact that it had strict rules governing behavior that were based on religious principles. The Puritans founded the colony, so they applied their principles to the whole territory.
The colony was founded by owners of the Bay of Massachusetts Company that included the investors of the bankruptcy Company Dorchester, which had established in 1623 a short-term agreement in Cape Ann. The second attempt of the Bay of Massachusetts Colony began in 1628 and was a success, with about 20,000 people who migrated to New England in the 1630s. The population was Puritan and its government was dominated for a small group of leaders who were strongly influenced by the Puritan religious leaders. Although their governors were elected, the electorate was restricted to free men who had been examined for their religious and formally admitted views in their church and at home with self-control. As a result of this, the colonial government was intolerant to other religious views, including Anglicans and Baptist theologies.
By 1641, the colony passed its first code of laws, the Massachusetts Body of Liberties, written by Nathaniel Ward; it required behavior and punishments to be applied by referring to the Christian precepts of the Bible. It is noteworthy that these men found no tension between the precepts of the theocracy they defended and the precepts of the democracy that was taking shape; on the contrary, they declared that the one demanded the other.
