Is plastic foam is a good source of thermal conductor or thermal insulator?

Found this off of google, "In 1996, the world trade organization ruled that the U.S. environmental protection agency regulation calling for cleaner gasoline discriminated against foreign producers and violated WTO agreements. The EPA was forced to rewrite the rule to allow for dirtier gasoline."
