A lot of information is missing, so I looked for a similar question that can hopefully serve as an example:
Lily's gross pay was $4,500 last year. The federal income tax withholding from her pay was 10% of her gross pay.
As Lily files her taxes, she learns that her federal total tax due ends up being $244. According to her Federal income tax withheld, how much of a tax refund can she expect back?
Lily's tax withholdings = $4,500 x 10% = $450
Lily's tax liability = $244
tax refund = $450 - $244 = $206
When your tax withholdings are higher than your tax liability, the IRS should refund the difference since the government owes you money.
