Outside changes or improvement may happen efforts ans steps taken by government (on local, state or country level) to to improve people's lives, conditions, ethics by various steps such as opening educational institutes, making better laws and enforcing them, eliminating poverty. These changes which took place outside (externally) will improve people's ethics and behavior (inside changes). People can hardly do anything to bring about these changes/improvements since it is government's responsibility and they have the power to do it.
Inside changes as mentioned before are changes which people should bring in themselves e.g not trashing the streets, using resources responsibly, helping others in their capacity, upbringing their children with better ethics. People can bring about these changes. These changes are inside out since they will finally improve the overall society.
