Homer writes that the men’s oars “sent the white foam scuddling by” (38).

This is all about the punctuation. Where does the period go? Think about a period as way for the reader to know where one idea stops and another begins. The citation (38) must be included as part of the sentence with the quotation it cites, so the period needs to occur after the citation. Otherwise it is floating around without a home. A comma is not needed at the end of the quoted material before the quotation marks.
