He thinks that he can create a personality based on the values of American culture. The rich culture of the Americans represented in this novel was defined primarily by consumerism and excessive material wealth.  

In this story, Fitzgerald clearly says that Tom and Daisy's assets superior than Jay Gatsby's present money while Daisy and Tom represent upper class culture.
