Thomas Jefferson believed that being able to argue and debate well were natural weapons in a man's arsenal. He thought that these worked especially when a person was arguing for something, whether that be against religious tyranny or to inform people about democracy. Jefferson was very good at phrasing sentences and convincing people on topics because he was good at using his language to his advantage, so he probably got his notion of words being weapons from those experiences. If you are frequently able to persuade an audience by using eloquent sentences and appealing to their thoughts by knowing their past experiences, then you are able to use that power to help the country or the religion that you are a part of. Jefferson's ideas about religion would have transferred to democracy as well because no matter what your opinions and views will seep into other areas of your life.
