It does not establish in a detailed way what the legal ramifications of this is. Therefore, the declaration is more passionate and less precise.
On the other hand, the Bill of Rights is intended to be used as a legal document for the constant protection of citizens. Therefore, the Bill of Rights is more careful in its wording, and it expresses clearer ideas in a more concrete way.
