Explanation:
In "The Giver", children that are born by birthmothers. When they are born, they are taking to Nurturing Centers were they are taking care of. In this society, they have birthdays the same time for those born the same year. At age 12, they are termed matured to work and fend for themselves.
They actually spend their last years in the House of the Old where they are cared for until they are finally "released" from the society. "Release" is seen as death in this society but it is not mentioned that way! Those who break rules or that live carelessly are also "released".
