One person rules and has absolute power can be best described as a government in which there is no separation of powers.
Further Explanation:-
Separation of powers can be referred to as a model for the governance of a state. A state government is often divided into various branches where each branch has independent and separate powers and different responsibilities and this is done in order to stop the conflict as the farmers of the constitution did not want the powers of one branch to conflict with powers of another branch with respect to governmental responsibilities. In the United States, the government is divided into three branches and that is a Legislative Branch, A Executive Branch, and a Judicial Branch. This division was done in order to keep ‘Checks and Balances’ among working every branch of the government. In a government where there is no separation of powers, then the person who is ruling that country gets the absolute power to take decisions of the country and to lead that country. In the United States, as mentioned earlier, the government is divided into three branches and in Legislative Branch, all the working of the government in regards to imposing taxes and all whereas the Executive branch looks into the matters related to international policies and the judicial branch works for the Judicial system.
