From personal experiences, school lunch generally consists of unhealthy but fairly "good" food, or food that the culture usually appreciates. They also are generally more cheaper than fresh healthy food, and is the choice of the school board when distributing funds. People don't like change, and the adding of more expensive food as well as food that isn't appreciated by the targeted population would not be greeted well.
