well, it depends on what you're talking about. but, simply put, governments work together all the time to accomplish common goals. it would be a waste of time to build a bridge across the river that separates two states if there were no road to connect to on the other side.
speaking of rivers, they also work against each other if their goals are different. a great example is the tri-state water dispute between georgia, alabama, and florida which is now in its 26th year in court. this dispute will probably be there for many more years since the courts seem to want to stir the pot instead of resolving the issues.
so yes, there's lots of interaction and a lot of it is very normalized. it is likely this occurs more state to state than through the national legislature. after all, the purpose of the latter is to create law, not to conduct the day to day operations of the government.

formally, they can enter into interstate compacts to handle particular issues or projects. for example to construct a bridge between them or to set procedures for transferring supervision of probationers or to govern handling of arrest warrants and detained persons. informally, office holders and employees may belong to voluntary associations where issues of common concern are discussed. state attorneys general sometime coordinate litigation to advance the interests of different states in a coordinated fashion. an example of the latter was litigation that won millions of dollars from cigarette manufacturers.
