Estados Unidos fue neutral durante la década de 1920 y de 1930 por varias razones, entre ellas:
-Si bien la incursión en la primera guerra mundial fue exitosa, no dejó de representar un gran gasto para el país, un enorme costo de vidas humanas, en una guerra que se libró principalmente en Europa, esto hizo que Estados Unidos no quisiera repetir la misma experiencia dos veces.
-Durante los años 20 la economía entró en un boom largamente impulsado por políticas monetarias expansivas de la Reserva Federal. Cuando la burbuja estalló en 1929, el país entró en una grave depresión económica durante los años 30, lo cual dificultaba la consideración de asuntos de política internacional.
-Una vez comenzó la segunda guerra mundial en Europa, Estados Unidos intentó no hacer parte del conflicto, debido a lo costo que éste podría ser, recordando la experiencia de la primera guerra mundial. No obstante, al final el envolvimiento en dicha guerra fue ineludible, debido en especial a la hostilidad que presentaba la Alemania Nazi frente al país. Esta es la principal razón por la que el congreso decidió aprobar la ley de préstamo y alquiler con el fin de ayudar a la Unión Soviética en su lucha contra los nazis.
