Guerrero era miembro del Partido Conservador, médico oficial del ejército panameño y líder de la Revolución de Liberación contra Colombia en 1903. Del 4 de noviembre de 1903 al 1 de octubre de 1908, fue presidente de la nueva República de Panamá. Su sucesor como presidente fue José Domingo de Obaldía.
