Fear acted in many different ways during and after the cold war. During the cold war, many people feared that the Soviets were going to launch rockets toward the U.S. So, in spite of this, both countries ended up doing nuclear warhead testings throughout the cold war. Politics also played a major role in the cold war. Many pieces of propaganda were made to make fun of or ridicule the soviets and viseversa.

Around August 1939 in Moscow, The Soviet Union and Nazi Germany agreed to a "Treaty of Non Aggression" named "The Molotov-Ribbentrop Pact" after the leaders' names representing each part in that treaty, Joachim von Ribbentrop from the Nazis and Vyacheslav Molotov from U.R.S.S.
The Axis powers (Germany, Italy and Japan) was the combatant side against the Allies in WWII, they created a military alliance in 1939 also known "Pact of Steel" between Nazi Germany and Fascist Italy plus Japan joining in 1940, being the major players in that alliance.
Both pacts allowed the participants to freely take on aggressive actions.
